This is a great example of a way to "grief the system".
Please, for once, go play the damn game without a blue frog. It doesn't work this way, HAS NEVER WORKED THIS WAY, and is pretty damn offensive when we see you agreeing to it.

We all know that /citywarn was being abused by jerks.. so how about this.
If I /citywarn a troublemaker in my city, they are instantly transported to a random spot on the city border. This would get them out of the city and make a slight inconvenience for them but not leave room for it to be exploited or abused. It would just get them out of the city.. which is really what we need to have happen anyway.
Because the location was random, they would not be able to say we were abusing them by dropping them in a lair of agros.. but the chance would always be there, so perhaps the threat of a citywarn would have a little teeth if you lived on a planet where the agros were a problem.
It seems to me that this would be a fairly simple implementation and a more gentle solution to some of our city woes.
Some players would still use the ability to prevent other players from getting to game content by warping anyone who comes near their city away and just generally causing confusion and frustration. Any additional rule you add to try and make it not a "griefable" ability makes implementation much more time consuming.
Giving players the ability to warp other players is generally (almost always) a bad idea.
TH, a lot of cities are NOT build within POI's...
How about allowing /citywarn for us, but set the ability so that it cannot be used within, say, 1000M of a POI?

How is that griefing the system? The BH can still go there. I started my player city, and have funded it, and have built up my PA so that we are big enough to have a shuttleport. Why would it be considered griefing if I, as a member of the militia, denied someone who is coming to my city with intent to harm myself or a resident/guildie, access to the services (including the shuttle) that WE built and pay for be a grief?

Since when is banning a player from a city to prevent them being able to shuttle in there and therefore make it harder for them to hunt you "greifing"? Or were you reffering to some therorhetical implementation in the thread.
Thanks for asking that - - the theoretical implementation in the thread.

Ok, Ill bite. What are you refering to as "therorhatical implementation"? You quoted someone saying what about Jedi banning bounty hunters and said it was greifing. If you are saying now that banning a bounty hunter in a city is not greifing, make that a known fact before people start saying other people are exploiting.
BTW, speaking of Jedi. Jedi can be hunted by their own faction right? Why is it in Return of the jedi the room of Rebels Luke walks into (with his lightsaber on his belt) didn't jump up and attack him? was he not overt? Had it been more than two weeks since his last saber fight on the sail barge with Jaba?

saw this blowing up in the jeeddii forum...
I believe he was talking about if /city warn prevented you from even getting into the city what so ever. people would ban known BH making a jedi safe zone per say...
NM...he answered.

Well while I disagree with HOW you quoted the person in making it look like banning a bounty hunter from a city was greifing. Read it, thats how it looks if you just read your post and yours is the only one we get a direct link to from the dev tracker. I agree warping a BH would cause a greifing issue. Then again and not to be a pest but you go from one post where it says city wanr and one post were its city ban and no body can confuse a command that works and doesn't work.
You didn't answer my question about why it is when Luke enters the Rebel breifing room with his saber equiped why it is te whole room didn't jump up and deathblow him. (I think its safe for you to see I disagree with the policy of same faction jedi hunting)

My thought on the matter is why, if a bounty hunter can gain help from 4 friends and pounce on a loan jedi, can the jedi not solicit help from his neighbors? We are a community, we help eachother in almost every aspect of the game. If we are hanging out in our city planning our next adventure and out of nowhere a single or group of hunters come into our city and slaughter our friend, we stand there helpless. In Attack of the Clones do Anikan and Obi-wan not help eachother? Do clone troopers not assist the jedi? Did Owen Lars not say that the community pulled together to attempt to rescue Shmii from the tuskans? If the hunters have any idea at planning out a hunt instead of just running headfirst into it can they not just say, "hey he's in his city right now so maybe I should wait until he wanders outside of the city limits." After all do missions not spawn outside the boarders? Can 3 hunters not rotate root to keep the mark from entering the city? It adds a great defence to jedi as well as a new challenge to the hunters. I did play as a hunter for awhile and found that when i did manage to catch a mark out in say a star port or running into a house that for some reason was set to public it was really quite boring. Where as wiating them out while they sat in their house all safe and secure to be a bit more trying and rewarding in the end. If you are the type who is only interested in the easy kills and how many you can kill because you know it makes the person who worked for what they have a little ticked off and you know too that the person you have affected has no way at all of retaliating, is this not a form of "griefing" in itself? So you have to work for the kill, so what? Pay people for information, have them watch the mark. Setup non hunter friends as decoys, use /cover (I think this skill is awesome myself).
In short. Let us help our neighbors and add a higher level of challenge to the Jedi/Bounter Hunter PVP System.

Well, that would PROBABLY be because both rebels and Imperials have a few things in common, ONE being that they dispise smugglers and Bounty Hunters and try to avoid assosiating with them at all costs. Esspecially since Bounty Hunters are considered Mercinaries and would have no political bias one way or the other to fight for either side which would make them pointless to have been involved with the faction. So, Again I ask, why didn't they jump them? If its because no Bounty Hunters were present then you must then answer why is there not another faction for Bounty Hunters that had always been talked about.

Place a few timers to slow down the action.... Say there's someone doing obnoxious or obscene things worthy of citywarn. First warning displays a system message. They cannot be warned again for a minute, while they have a chance to change their actions, or leave on their own accord (enough time to shuttle as well) After a minute, if they're still there to be warned a second time (within 5 minutes say), they'll have action taken against them... TEF, CorSec patrol, whatever. I'm not sure teleporting would be good as it definately opens up a potential for problems, though continually punishing the rest of the community because something doesnt fit in the BH/Jedi paradigm is probably adding to the BH/Jedi animosity.

That sounds like a good implementation. If we don't want someone in our little hamlet, we should have the ability to...at best...eject them with extreme prejudice.

You're awfully worked up about this Luke issue. It's like walking into a room and asking if there are any 500 pound man-eating tigers waiting to chew on my liver. Just because they aren't in the room doesn't mean they don't exist.
Bounty Hunters are bounty hunters...they can hunt same faction if they choose. It may be frowned upon...but what if they joined the same side just to give themselves an inside advantage. You forget they are contract killers and will resort to any tactic to get their mark. Just breath in and out...relax and enjoy.
It's a shame that player cities weren't implemented in a way that prevented them from blocking off content. There are so many fun additions to player cities that can never be made now.
