erm ....... you do know that this thread is like almost 18 months old (the last reply on it being in april and well before the changes) and has no relation whatsoever to the proffession as it stands, in july the pet making side of the proffession changed very drastically and every recipe and piece of info regarding pets was made totally invalid.
To answer your question, you can tame 'up to' CL10 pets no matter what your own CL is, you can be CL1 with a CL10 pet or CL80 with a CL10 pet as long as the pet is not over CL10 you can tame it without any CH skills.
As to recipes, there is no such thing as an 'uber' CL10 now, the health and power (the two skils that effect the level the most) the level is increased in proportion witht hese stats (and also other stats but slightly less) at the moment the average CL10 respie is arounf 2.5k health with 20-140 damage, this can be achieved using the following recipe

No experimentation at all, as long as you use above average or high quality (avoid using very high quality as it relaly makes a diference on lower level pet creation) you should get a CL10 pet with 2.5k to 2.7k health and 20-140 damage.
