I dropped a City Hall and had characters create residences around it declaring. The City Hall Terminal does not register anything other than when the next city update is going to be (no listings or status or anything). On live server, we had to submit a request to have a player city "instantiated". Is this also the case with Nova? If so, who do I ask to have a City Hall submitted as a Player City?
I've set it on Tattoine (Nova) at roughly 2200 -4400
Want to name it Twin Suns
