Yes Account is banned, and Ip is flagged as banned player or also banned. But they can create a new account and get a new IP.

How do they get a new IP without a VPN or moving home?

My provider only gives static IP option to its business internet accounts. So my IP is dynamic... I just have to turn of my modem off for a couple of hours to get a new IP from my provider. I can also call my provider to get a new IP in case of any problems.
