Sounds like improved pathing of NPCs and mobs.
Indoor/outdoor transitions still need work, so some of that will still happen, but tuskens should be a tiny bit smarter. Ft Tusken is one of the places I actually complained about when I was testing the navmesh system all over the world on Nova. So no, it won't fix everything wrong with the fort. It'll fix some of it, but not all of it.
