For those of you asking, if you look back on Pub 3 post, it was very stable compared to the other two publishes before.
They did a great job then, and I would bet all of my credits that it will continue to be true with this publish and others in the future.
As stated in the OP, the 'link' to the Pub4 *Patch Notes* will most likely be posted by Lolindir on or near the November 4th 'merge date' .
Secondly, as far as i'm aware, Basilisk players will continue to be allowed the same current maximum limit of '10 characters' . (but most likely that number limit should be expected to drop significantly for SunCrusher) .
