Resources spawn with a predetermined, real-time duration. When a server loads, it goes through and checks all in-spawn resources. Any that are beyond their predetermined end time are despawned and new resources are spawned to replace them. Generally speaking, the longer a server is down, the more resources will be shifted when it loads back up. The same resources would have, however, all shifted over the same period of time had the server remained up.
