NPC combat trainers are not training lvl I-III. they are only offering IV training. hard to do that when I don't have xp to do it. both Swordsman and Pikeman

This sounds like you're trying to train Brawler skills at an advanced Swordsman & Pikeman trainer.
You can find a Brawler train via the planet map, the /find menu, or typing /find trainer_brawler
