Well, I don't know if using of "nerf" for grants predates computer gaming but for those applying for an NIH grant "nerf" is an acronym for NRFC. This is the dreaded "Not Recommended for Further Consideration". This is the worst sort of rejection and used to mean the grant application can not be resubmitted in its current form. Suffice it to say a "nerf" is very bad.

I think I first heard it when playing EQ Live
they're saying that just like Nerf toys were dumbed down weaker versions of the real thing, when something gets nerfed it's the weaker version of the original.
As for UO starting it, that is what wiki says, and probably because UO was pretty much the first big mmorpgs. Just because you heard it first in EQ Life didn't mean it wasn't used in UO (maybe not so frequently, but originated there and was passed on to other games, where today it is pretty frequent).

I have a 7 year UO account, and I heard the term "nerf" alot on the stratics and the old UO EA boards. (particuarly if you were a bard or a tamer)
The term PvE was a new one for me though, in UO it was referred to as PvM.

We do have a noun "Nerv" its just the same as nerve and a verb "nerven" which means to annoy (get on somebody nerves)

Nerf Herder describes itself as a "nerd rock" band. It was formed in 1994. They take their name from a fictional occupation mentioned by the character Princess Leia in Star Wars: The Empire Strikes Back.
