I completed the Lt 4 missions.  The secret is to approach the person you are to detain unarmed after you kill his buddies.

Arrest Wend Denard - 3 Thugs, Blue to Rifle 3
Arrest Ammow Dowwop - 3 Thugs, Blue to Rifle 3
Escort Deranged Stormtrooper - No attackers
Arrest Noda Lava - 3 Smugglers - Red to Rifle 3. Was able to kill one Smuggler at distance after running with head shots. Then I was able to talk to Noda before agroing others again and then ran with her in tow. Lt also said he wouldn't mind if she met with an accident, but she was red so I just escorted her.

From day one, Wend has agroed me long before I could talk to him. And now, he has buddies as well. I have had to kill him several times just to stay alive.
If there is a faction he is with, does anyone know of it?                                      

rofl. "Wend Denard" is the first mission, which you have still yet to complete. You k now, the one youre telling people not to when you say " do not attack the target " ...way to go                                      

Do not attack the target in question, simply walk him back to LT. Harburik and then ask Harburik for another misson. So far i have completed the first 2 but the third seems broken. My current mission from him is labeled Wend Denard.
