Okay got some tips and finally got him to take the documents.  returned to the Captain and got a whopping 25 credits! So now it is completed.

I have -5000 faction with thugs and tried everything to converse with this guy and he went red and attacked everytime.  Yes, I tried the unequip all weapons... yada yada technique that has been tried before and it never worked. I finally got frustrated enough and just killed him. I imagine if you have the right faction this is now fixed.
