You must first do the Kaja quests to get this far. The Inquisitor is directly inside the main hall to the left. The wall skillfully hides the door, but it will slide to the side when you enter. Soon as you pass the place you formerly couldn't because Kaja was being a pain, turn left, he's standing right there waiting to tell you what to do.
This slicer is easy, you walk up to them and kill her. It took one shot.
The target was very easy. I have -5000 thug so he's agro vs me. On killing you get a corrupt datadisk in your inventory (must have room for it).

Well, being Pistol-IV, solo... Coming from a Crafter character (Master Artisan/DE/WS) ... The slicer was yellow to me.
Tried to engage /ConversationStart from 64m away with no weapons in hand. No dice. He decides to attack me.
I go away on my bike, spam PEACE shooing him away while spamming the Converse hotkey. Nope, nothing in ways of talking, as he walks back. I clicked on him and the radial doesn't show a converse button.
Ended up burning his butt up with the FWG5, and got the disc off him.
Reward at the end was 525 Credits. Nothing else.
He wasn't happy about it.
Probably 'cos I had -5000 Thug faction to start with, and haven't figured out how to make the Thugs happy again.
After MANY MANY MANY attempts, this actually worked: After accidentally defending yourself from the evil little slicer and his body is lying there still warm, try targeting him and typing /conv! MISSION ACCOMPLISHED......it works!
Based on Morgorin's suggestion, I made a /conversationStart button. When I got within 80 meters or so of the slicer, I targeted him and started spamming the convo button as I ran up to him. He responded with "Oh No!!!! I was told the Empire would never capture me!" Or something to that effect. Anyway, that completed the mission and the reward was Storm Trooper Armor, pants specifically with Defense vs. Dizz 5, Melee Defense 3, 30% Kinentic, Cold, Electricity, Blast, and Energy, Encumbrance 45 Health, 130 Action, 19 Mind.
Killing the slicer does NOT complete the mission anymore. I looted a corrupt datadisk from him but it does not complete the mission. Also you are not able to converse with him while he runs back to the spawn point. You need positive thug faction, period.
It's a bit tricky, but you can speak to him as he returns to the spawn point. I found making a macro for /conversationStart and putting it in my toolbar helped. This way, once combat ended, I spammed it about 10 times and ran towards him. Oh and you'll need to do this same thing two more times in the theme park to finish it, just so you know.

i used to feel the same way my friend and i also tried to get positive thug standing. but we all have to face it, they hate us. for every 30 points gained. you lose 70 by killing one by mistake. and i do not like tip toeing around the most common enemy around so i asked my friend how i could do these missions and he said.
first get close so the mob will see you and start to chase you. let him chase you for about 80 meters and he will stop chasing and run back to the waypoint. you then have a chance to turn around and talk to him. sometimes it won't work but its how i completed the loam missions

I did this today at 6:52pm and i hae -5000 thug faction. I can tell you that he does not drop a thing if you kill him. And the peace thing never worked either he would just turn and start running after me again, and I had no weapons or cloths on. So, I am trying to reduce my thug faction and lets see what happens. Now just need to find townspeople or commoners
Yeah all the dumbo's are mistaking this with an earlier mission. YOU NEED TO ESCORT THE SLICER BACK TO COMPLETE THE MISSION. If you have negative thug faction points the slicer attacks you and you end up killing him, ....this will stop you from completing the mission.
Alright I just did this mission, and was getting the same annoying bug where the slicer would attack because I have -5000 thug xp. Figured out a way around this cause there's no way I'd try to bring all that faction to a positive rating. So this is what to do if he keeps attacking, and you don't get a that "disc" these other guys say they get.
(1) unequip your weapons
(2) go up to him, he'll probably attack as usual, but run away from him, while pressing "PEACE." As long as you don't attack him he will eventually turn around and head back to the spawn spot)
(3) When he turns around do the "CONVERSE" command, and then he'll become passive and follow you.
(4) Walk him back tot he retreat for the booty.
This mission should be fixed so that you can do it even with negative thug faction, they did it for a Jabba quest mission and should do it here as well. Also faction evidently doesn't matter in this game. I have 5000 Jabba faction and 5000 Tusken faction and both still attack me! This as well should be addressed.
This quest CANNOT be completed by killing the slicer: the text is in error. While the slicer is indeed an easy kill, the previous poster was correct: you have to bring the slicer back to Loam, and you cannot do this if your Thug faction is so low that Thugs automatically aggro on you.
Note that many people constantly kill the Mummer Thugs in nearby Moenia, lowering their Thug faction considerably.
Killing townspeople or commoners will give about +20 Thug faction. As many players are likely -4000 Thug faction by this point, it will take a LONG time before this quest can be completed.
You're mistaken for the first Hethrir quest. That's where you get the disk. This one you simply kill him (if bad faction) or apprehend him (if good faction).
you have to bring the slicer back, which means, you cannot have negative thug faction, which is a pain in the neck to get rid of...run around the hills and kill townspeople till your thug faction is positive, then you can complete the mission
