You must first do the quests for Kaja and then Loam. The Procurator is on the other side of the Emperor's Elevator from the Inquisitor. Much like the Inqui's door, Hethrir's is skillfully hidden. Walk up to him and his broken bot named Bug and he will start bossing you around immediately.

Locate the Holonet Broadcaster at your waypoint. He will attack you, use method #1 to communicate with him, then wander off. Killing him will result in a failed mission, make sure you get away w/o doing it.

Holonet Broadcaster had 180HAM so you have to be carefull and unarmed.

At 70m, got off my speeder, and started walking towards him, /peace and /conversationStart spamming away... Well, the Holonet guy was definitely wanting to fight... So I had to run back to my speeder ... Not easy to do on a uphill incline, with NO scout experience. Sped off a ways, and waited for him to get to me... Less than 3m, he turned out and walked back... Quickly got off my bike... Hit the /peace and /conversationStart key... and voila! It worked! Woo! He took the disk, and aaaway I sped back to the retreat. There was no deaths involved. No faction point gains, or loss. By: Anonymous Score: Decent [2.50]	Same method used earlier with the thugs you need to talk to... disarm yourself and run circles around him until he stops attacking you. Then walk up and converse with him before he attacks again.
