You must first do the quests for Kaja and then Loam. The Procurator is on the other side of the Emperor's Elevator from the Inquisitor. Much like the Inqui's door, Hethrir's is skillfully hidden. Walk up to him and his broken bot named Bug and he will start bossing you around immediately.

This was the person who met with the Counterfeiter at the Meeting House. Go kill him. Another one hit wonder. This is getting to easy.

Slicer had 200HAM, no guards.

No chance to talk to her (Slicer); i.e., no /converse option. Overall reward is 750c, and no FP.
