You must first do the quests for Kaja and then Loam. The Procurator is on the other side of the Emperor's Elevator from the Inquisitor. Much like the Inqui's door, Hethrir's is skillfully hidden. Walk up to him and his broken bot named Bug and he will start bossing you around immediately.

This gentleman owned the place where that counterfeiter met with the rebellion. He must pay. Locate him at the waypoint provided and eliminate him. Its easy.

By: Charinida Scholar 56 posts Score: Decent [3.36]	Silly (Staff Sgt) Crafter went out again, solo and unbuffed still. Turns out the owner was a WOMAN, not a man. Someone's (looks at the Lord Hethnir) is blind. (pic to be shown shortly). Again, a /HealthShot1 which ends up being a one-shot kill. No Conversation option. Guess death was the only choice. No Faction FP or other item reward. Did receive 675c as mission fee.
