Before you can see the Emperor, you need to complete the quests of Kaja, Loam, Hathrir, Thrawn and Veers, in that order.

This is a simple exec-protect mission. Run to the waypoint, talk to the snooty little handmaiden to get the "finish mission" waypoint message, then lead her into a group of rebels and let them kill her, because she's so high and mighty.
