It may just be me but I have noticed most the quests with "people I have to go talk to" end up being Thug faction even if they are supose to be say a nobel. Since I am -5000 thug this makes it very hard to do any quests. Wonder if this is a bug or on purpose.
I did this mission about a week ago. First time- I went to the WP and saw a red con and a yellow con on my radar. The red immediately aggroed and I ran from it (I was a lowbie/newbie). I returned once the aggro stopped and found that the red con was attacking Snee-Roos and killed him. I waited until the red con left to look for Snee but he was gone. Dont' know what happened here.
Second time- I started the mission over and came across the red and yellow con again. This time I quickly aggroed the thug and burst ran in a wide arc away from Snee. Once aggro was off I was free to talk to Snee w/out aggro.
Next mission- Can't get it. Guy says something about enjoying the town and relax cuz the poaching is under control...guess I'm too low or something...
I did this quest today and it worked for me. After getting the quest from Gilker, I went to the waypoint, and suddenly saw 2 reds on my radar.
They started attacking. One ran toward me. The other, Snee-Roos held back.
I was incapped by the one who ran at me and while I recovered, she ran back to Snee-Roos.
After I was full Ham, I went back at them. Snee-Roos was red with an "i" over his head. The other ran at me and I killed her.
Then I walked up to Snee-Roos (still red). He didn't attack at all. I don't think I even got a chance to converse. He just burst out with something about hunting and gave me the disk.
I then tried to converse but got nothing new.
A waypoint was set back to Gilker. When I returned, and conversed with him, he took the disk and gave me 250 credits.
I conversed again and got a follow-up mission.

I punched in and took a shot at this mission, because I felt like talking to the guy.
Firstoff, mr Snee-Roos 3 of 5 times, is wearing composite armor. That should key people in that he's not really a tourist. Secondly he's surrounded by red-agressive thieves. He himself shows up as a little yellow dot, but when his lackeys get mad, he too will aggro, and there is no convincing him not to shoot you.
This is probably because in the comings and goings starting, I maxed my negative thug faction.
Other people might try differently.

I've been just dropping the missions I've found where people just tell me "gotowork" half of them have had waypoints at the extreme corners of the map (further than I can actually go) and are obviously glitches. I don't really care all that much though. ::shrug::
I bet you have to actually drag the holorecording from your inventory to the guy. I made the same mistake with one of the Karrde quests, didn't realize you have to give him the item.
After Snee-Roos told me to "Gotowork", I recieved a message to talk to the person that gave me the quest to get my reward. The new waypoint returns you to Gilker Budz. When you talk to him, he says, "That isn't the holorecording of the gronda killing is it?" The options are to: I don't want the mission anymore, I will keep working on it, or stop conversing.
