You say, "Yes."

The blackmailer is named (aptly) "Blackmailer," and is a level 15 non-aggro thug.

Kill him, and Palejo gives you 500 credits.

Palejo says, "That's top-flight work, friend. Thanks. Next time I'll be more careful about where I conduct my business."

This is Palejo's only quest.
