i think it was in the hotel, same place, same thing.. the guy kept saying come back in a few minutes... a few minutes must bea long time there, cause they never did gimme a mission. I think the whole island is a work in progress

Something similar, in the same cantina where you find this guy, in a back room: there's a lady who wants you to make a delivery. She says give her a few minutes to get the coordinates, but I went back a few times and she never said anything else.
