I did some "unofficial" testing (I was just messing around with friends dueling), and after reading the combat log, I'm not so sure counterattack is as broken as everyone claims it is. Sure, even with the same skill mod for counterattack and dodge, it is said that dodge still seems to fire more frequently, but I did notice something that makes CA a little better than dodge (assuming it fired at the same rate). My buddy and myself are both speed capped, he a pistoleer, and I a carbineer/BH. Whenever I counterattacked, I also fired an attack at the exact same timestamp just about every time. With dodge, my buddy "lost" an attack round every time he dodged. This is to say, that when someone dodges, they are not attacking at the same time. I believe this is what the description of CA means when it describes being able to "fire back" at a target.
I have recently converted my alt character into a Master Weaponsmith, and have been devoting much of my in game time to getting my new business up and running. Due to this, and the fact that all of this may very well change in the future, I do not really have the desire to test this more thoroughly. In anticipation for the upcoming sandbox, I would like to spend some enjoyable time in game, not testing anything, that way, IF I am picked to participate, I will not have any type of "burnt out" feeling towards testing. If anyone else would care to test this out, feel free, it would be nice to see what other people feel about counterattack.

Well, if we both seem to be seeing the same thing, I think that's 99% proof.
I'll take an engineer's "unofficial" testing method to a leet dude's crying to get something fixed just because they want it to work better any day.

I'm a Master Carbineer/BH. I never tested counter attack as you did, but I have the combat spam come up on my chat window, and I do notice that I do counter attack. Some times more than others, but I have seen it "fire" three times back to back. It's good to hear that someone tested it.

One thing I will talk to on this is the fact that as a Master Swordsman (+110 CA), CA seems to fire a LOT more than as a Master Carbineer (+105 CA). Being the analytical type that I am, I take great advantage of being able to color sentences based on key phrases (chat color in the options screen). I have tons of triggers for various things, like bleed shots, counterattack, dodge, healing, etc. Having those things stand out with different colors in the combat log really helps me pay attention to not only when they happen, but how often they happen. As TA stated, having center of being helps tremendously to improve the rate at which secondary defenses fire, but I notice that that extra +5 that a swordsman has over a carbineer seems to also make a noticable difference.
