It's hard to comment on this subject without first seeing what the DEV's have planned for the revamp. Prehaps they have found a way to make crafted items useful without decay. The problem is that almost every other MMO with crafting uses decay as a means to keep crafting viable. For these DEV's to have solved the problem without the use of decay would mean that they have come up with a completely new crafting system never before implemented in an MMO. I'm not sure that I'm willing to give them that much credit based on prior publishes.
In the end, I think crafters will end up becoming repair-bots or a re-engineering profession. I say "profession" because re-engineering is not crafting, it is simply converting an item.
As a player with a Structural and Engineering Trader I can see an easy solution to the decay issue. After all how many times can you fire a blaster before there is no more power? Or a slug thrower with no more slugs? Was it not mentioned that Armor Break is being put back into the game? Well better start making them armor repair kits!
Building do not need the decay if maintenance would just work the way it was intended too. Thus condemned structures auto delete upon server reset.
These aren't the droids your looking for. No kidding! I wouldn't want a droid that has a combat level 30 cap on it. But hopefully this will be fixed.
Helios has also said that crafted items will not be better than quested or looted items so you've asked the question no one can answer. Until we see more details of what the development team is considering then we're left throwing darts at the board and regurgitating the same decay/anti-decay/greedy crafter/moronic FPSer conversations.
I don't think we have to have decay to have a successful crafting system. I'm also not opposed to having a system of decay either. What I am opposed to is having the crafting experience reduced to supplying bullets or shoelaces. I know that I for one enjoy being a tailor. I like crafting an outfit the patron enjoys and wants to wear. What will the RE system offer me exactly? What sort of consumable items are being pictured for my tailor? Will crafting some sort of stat attachment make me feel like I'm actually a tailor? Will people still want to purchase clothes? Will I ever be able to craft stat clothing so that people don't have to look like they dressed in the dark?
As a combat character I want to go to a crafter and purchase a weapon and matching armor. I want those items to be as good as, if not better than, the crap I loot off dead animals or get for some quest.
I know what I want. I just don't know if the developers want that too.

I had hope once, but it was removed from the game since it wasn't a popular profession. It was replaced by pessimism since more people were into that. I don't expect expertise to be released for it and it will probably be nerfed soon.

Decay only blows if done incorrectly ...it can be a very immersive addition to the content if done correctly.

Someone uses the rocket booster component to craft an "advanced propulsion kit"
Someone uses the advanced propulstion kit to increase the travel speed on their swoop bike for a couple of hours (which happens to run the swoop down a little faster due to the stress on the components caused by the propulsion kit)
There are many ways to create an economy for crafters without decay and without making everything crafted better than everything looted. Crafters want useful and wanted goods, adventurers want useful loot drops. Both can be had.

Leaving due to Helio's response on decay, and the selfish attitude of the current player base (and no my main isnt a crafter just fed up of these guys taking it in the ass).
Decay sucks I am so glad they are not introducing it back in.
I like the ideas of RE stuff and modifying loot but what will shipwrites get as they already have this ability?
While tailors wont like this idea I think every diffrent type of crafter should be able to RE a diffrent stat bonus item a lot like how mando armour is made so it doesn't over power armoursmiths and tailors.
