Drain should be around 450.0, the L4 level. Mass can get under 20k, I've done it. Pre-RE drain can get under 170 and possibly even lower. I've gotten a 32.0 top speed [L8] booster before.
You can be a lot more selective with the L8 reward booster than you can with the L4 - with them it's all business: Mass, Burn Rate, Top Speed, plus the reward to round you out. With the Q Series and Halcyon you can afford to go lookin'.
Phoenix will have an L4 reward booster made from with a 140.0 pre-RE burn rate booster. That'll work out to 135.8. Given the static 2039.4 pool, dividing it gives a rating of 15.017673. You'd THINK that's 15 seconds, but it ain't. My current 140.0 post-RE gives me about 17 1/2 seconds from activation to burn out, enough to propel me about 2600m from a standstill. 2039.4/140 is 14.567142, so given that logic, a 15.01 just might provide an extra second, or bring me closer to being able to eke out that last sliver of full speed.

Most of my stuff though, I give to my friend to RE. He's pretty damn good at it too.
I was in Level 9 heaven last night though. I was killing Tier 4 for my duty mission and about every 5th ship was giving me a freaking level 9 blaster. I got 3 from one mission.
L9s have kinda resurrected themselves from obscurity as of late - the Vaksai, Heavy Starters and RGI, all single-gunners, have given the class a whole new lease on life. Done right, they wouldn't be bad turret weapons either.
The only problem is that as with all odd-leveled loot, exceptionals are spotty. That's a given in ANY case, but it appears to be all the more evident in odd-levels.
Still, for the mass, you'll never beat twin L7s around .650 or higher in effectiveness, manually staggered, firing around .300 for PvP and even mid-scale PvE like duties and railrunner gunboat popping. You can cram two into a JSF/Bel-22 frame for what it'd NORMALLY take to fit ONE well-done L8 mass-wise, leaving room for extras, like a heftier reactor if WO3 ever does get fixed.
I'm still partial to the synched L8/L6 approach, though. Scorcher 3s can be just eeeeeeeeeevil. Especially the one I've got planned.

Picked up a L7 with .650 pre-RE shield effectiveness the other day. Should end up REing to .676 and rounding to .68...
...
I feel obligated to continue collecting loot until I can find something that comes somewhat close to matching it in armor effectiveness. That might end up doing better dps than a mid-range RE'd borstel.

I made Ace Pilot and I'm starting to put together parts to get RE'd... so... I've gathered 6 or 7 L8 weapons so far and this is the pick of the stats on them:
reactor drain: 2017.4
mass: 27820.0
damage: 2387.8 - 3692.2
vs shields: 0.629
vs armor: 0.645
energy/shot: 14.1
refire: 0.407
Any expert feedback on this? Worth going ahead or am I in need of something badly?

Drain: A bit high. Try to shave at least 400 off of it at a minimum.
Mass: Also a wee bit high. I'd wait until I have at least a 25k mass gun to RE with.
vs shields: Don't you dare RE this gun until you have something that AT LEAST matches your vs. armor
refire: Not bad. I'd reccomend waiting until you find something with under .4 refire, but at least it is passable.
Of course, this is if I were running a RE job for someone else. If you are planning on running up to ace again and are going to get another borstel/tricannon and want the immediate gratification of upgrading your weapon now...
Wanted to add a small sidenote to Jotun's wonderful RE guide. Not that it has any bearing on actual efficiency, but for some that want effectiveness AND visual style, remember to try out your individual pieces on your ship first to see which one you think looks best.
That's right, many different manufacturers of the same components actually look different visually on your ship. Like that sleek tapered engine on your M22 Krayt or that big honking, four finned, wide arse monster? It's all about personal preference.
Once you find the one that looks right to you, jot down its name. When taking it in to a SW for RE, ask them to use that one first, as the first one used in the RE determines the final visual look of your component.

So this is as you say "what's possible" but by no means the caps on the attributes of said loot. Just wondering as I'm a SW and have found this post to be by far the best I have read where the person who posted seemed to have any grasp of what they were talking about, (so much so, that you seem to have written the uber 133t guide to RE'ing/making) by setting the bench mark by which all other loot/SW made items are looked at. Just out of curiocity, would you per chance know the top end of most of the classes of engines and boosters, what their low end masses should be, I have sene the loots from this site and in some aspects they seem to be lacking in some respects to SW made, but in other aspects the SW would be lacking in other areas. for instance (if memory serves me correctly) the 74.x spd engine I made the YPR is in the high 40's but that's low even for a lvl 3 engine. So any help here would be appreciated.
