I'm not buying it. This same problem existed with Mando armor, and yet they fixed it. My money goes on the fact that this is a preventative measure to keep the Jetpack from being introduced live just yet.
If it really is a bug, then it can be fixed on their end without a patch. I'm wagering 10,000 credits that we will not see a Jetpack before another patch or mini-publish hits us, because that's when they'll really make the Jetpack live. Anyone on Eclipse care to wager against me?

What we got them off of, in the same order: Crate in the Bunker. Spawns every 30 min or so. Crate in the Bunker. Spawns every 30 min or so. Crate in the Bunker. Spawns every 30 min or so. Quest within the bunker started with the Lead Miner in the Mines. Looted off Black Sun NPCs on high end planets like Dath and Yavin. Looted off a NPC in the Mines. Rarest loot in the game imo.

Near the front of the bunker there is a split in the paths. One goes down a ramp and the other goes into a dead end room with 2 NPCs in it. Inside that room is a little silver box that is named "crate" or something you can open.
In there spawns the pieces for the jetpack. Every 30 minutes or so.
